What Is Local Law 11 (FISP)?

Local Law 11, also known as the Facade Inspection Safety Program (FISP), requires buildings over six stories in NYC to undergo façade inspections every five years.

Inspections must be performed by a Qualified Exterior Wall Inspector (QEWI) and filed with the NYC Department of Buildings.

  • Results fall into three categories:
    Safe – No repairs required
  • SWARMP – Repairs required within a set timeframe
  • Unsafe – Immediate stabilization required
